Look around the area to find a plaque with blue lighting & words. There's a lot of memorials here, so check the above picture for the location of the right one.

3. Wait A Few In-game Hours To Speak Again
After speaking to Barry for the first time, come back again after a few in-game hours to speak to him again. Then he will loose up & tell you about his dead buddy Andrew, which is crucial info to get the good ending for this side job.
Save First Before Speaking To Barry For First Time
Sometimes there will be a bug where Barry will not speak to you again even after you wait for a long time. It is useful to save before you speak to Barry for the first time so you have a save to load back to.
