An update increased the damage to the torso, making it possible to get a 5 shot kill if you hit the target anywhere except the legs (More specifically, hitting the legs up to 2 times out of 5 won't matter). This buff greatly improved the TTK from 350 ms to 280 ms. This may not be exactly a Meta weapon but it is now a powerful enough weapon, no doubt. However, to get the fastest possible TTK you need to be in the Effective Damage Range at 10.7 meters which isn't long compared to other SMGs, so you need to try to stay in the close range.
The recoil of the Striker 9 is difficult to counter as it moves heavily to the left quickly after you start shooting. This build focuses on improving Recoil Control while maintaining the good Handling. If you still find it hard to win with this weapon, you may want to lose the Magazine or Underbarrel in order to use the 9mm Overpressured +P Ammunition instead so that you can make the enemy flinch.
