The 3-Plate Armor Vest can be purchased for 10,000 Essence at the Buy Station in the Orange Middle Threat Zone. The easiest way to obtain it is by saving Essence through completing Contracts.
Recommended Contracts
The easiest contract is Deliver Cargo, which is especially good if you are playing solo. Outlast and Raid Weapon Stash are also recommended since you only need to deal with normal zombies.
