Trade For It At The Merchant
Exclusive Upgrade Tickets can be obtained by trading for it at the Merchant, and is available after completing Chapter 7. It can be traded for twice and will require Spinel, which can be collected through Blue Request Notes.

Requires A Lot Of Spinels
You need 70 Spinels in total to get both the Exclusive Upgrade Ticket. 30 is needed for the first one, while the second one requires 40. It can be tough to get them if you plan on exchanging for other items.
Second Exclusive Upgrade Tickets Available After Chapter 13
The second Exclusive Upgrade Ticket is only available after Chapter 13. Since it is right before the final chapter, it's entirely possible to save enough Spinels for the Exclusive Upgrade Ticket.
Is It Available In New Game+?
There are a few elements in RE4 that can be carried over to New Game+. It's still being confirmed whether this will be carried over as well.
