After reaching the upper floor thru the elevator, go to the bookshelf on the west side where the chest is located.

How To Open Chest With Decorated Keyhole?
Bunch Of Keys Is Necessary
The bunch of keys is required for getting the reward inside the decorated keyhole chest. It can be obtained from Ashley's part in chapter 9 but it cannot be carried over to Leon's part.
Point Of No Return
No Longer Available When Ashley's Part Is Done
The required bunch of keys for opening the chest with decorated keyhole disappears after completing Ashley's part so you can no longer get it during Leon's part. Also, the one obtained in Ashley's part can be seen near the starting point of chapter 10.
