Spinel can be used as currency to trade with the merchant. Unlike ptas, there are items that you can only get with Spinel.

Exclusive Upgrade Ticket is a valuable item that can upgrade weapons and bypass the requirement for a weapon’s exclusive unlock. The cost of 30 Spinel could be expensive but it is worth to get as weapons can be greatly enhanced with it. This becomes available for the first time in Chapter 7.

How To Get Spinel?
Complete Blue Request Notes
You can get Spinel as a reward for completing Blue Request Notes and there are 19 in total. Every time you completed a request, talk to the merchant to receive the reward.
Expires As You Progress With The Main Story
Blue Request Notes can expire as you progress with the story so it is highly recommended to complete it first before finishing the chapter.
Obtain From Random Drop
Spinel can also drop randomly from barrels, boxes, & enemies. The drop rate is very low so if it ever drops while you are scouring for resources, consider yourself lucky.
Armadura Has A High Spinel Drop Rate
The Armadura that appears during chapters 9 and 10 will have a high probability of Spinel drop. For the Armadura in Chapter 10, it is alright to not prioritize defeating it, but if you need to get a Spinel, you can continue/proceed to the Library and defeat the Armadura for the sake of getting the Spinel.
