Walkthrough Chart

-Raise Survey Corps Rank to 5 Stars.
Accept The Sea Legend request on the bulletin board at Galaxy Hall.
Put Buizel. Mantyke, and Overqwil in your party.
The remaining 3 slots are up to you.
Go to the Cobalt Coastlands.
Rest at the base camp until evening.
Pass between the two rocks northeast of the base camp for a cutscene.
Manaphy and Phione will appear when you enter Seaside Hollow.
Catch Manaphy & Phione.
Report to Professor Laventon.

With Mantyke, Buizel, and Overqwil in your party, pass between the two rocks in the image above during the evening. After the event, an entrance to the Seaside Hollow will open where you will be able to find Manaphy and Phione.

How To Get To Seaside Hollow

海辺の小穴までの行き方

After passing between the two rocks, turn left and follow the cliff to reach Seaside Hollow. You can also go from land, but it is easier to cross the sea.

Throw The Pokeball When Phione Is Far Away

If you start the battle when Manaphy and Phione are close together, you will end up fighting four opponents (One Manaphy and Three Phione). It is recommended to start the battle when Manaphy is away from Phione to reduce the number of enemies.

Phione is very similar to Manaphy but Phione's base stats are at 80. Similar to Manaphy, the nature for Phione does not really matter but if you want to get a specific one, it is recommended to get Timid or Modest.
