You can see the flying Gyarados circling around the sky in front of Obsidian Falls. To catch it, you need to climb up on of the two mountain peaks in front of Obsidian Falls. It is recommended to use Feather Balls instead of normal Pokeballs if you want to catch the flying Gyarados easier.
