Staraptor in Obsidian Forest is flying above the player when in the area in the Nature's Pantry. You need to throw the Feather Ball at a specific spot to successfully capture the Pokemon. It's easier to hit the ball from the area next to the dead tree in the image.
Throw If Staraptor Is Within The Range
Hold the ball and wait until Staraptor enters the effective range of the Feather Ball. If you manage to throw the Feather Ball within the range, it's possible to catch Staraptor, but it may also be missed if thrown when it is too far from the player.
