Use Only The Ingredients You Need!
When cooking, you can store ingredients for use later. Note that once you store ingredients, there is no way to get them back! Allocate only if you plan on completing dish. Also, as ingredients are carried over to new game plus, you can store unused ones so you can use them later on.
Buffs Are Carried Over To New Game Plus
Buffs unlocked with your current playthrough are carried over to new game plus. Also note that ingredients respawn in new game plus, allowing you to unlock more of the dishes!

Unlocks After Castle Dimitrescu
Duke will start to offer meals once you clear Castle Dimitrescu. Once you get out, you'll be sent to look for a house with a red chimney. Going back after this task reveals the map, treasures, and the cooking feature.

Whenever you meet Duke, you can use the ingredients that you've gathered to unlock the buffs. Try to gather as many ingredients in your travels so that you can use them once you meet Duke!

You do not need to progress through the game to unlock more recipes as all will be unlocked immediately. However, you need to get the ingredients from the different places in the game.
