Otto's Mill has 2 pigs wandering before its doors. You can shoot them for meat, then go inside to get more. You do have to get through its locked door (and boss) to get them.

There are 2 types of animals that drop meat in the game: the pigs and the goats. Both may take a couple of shots before they die. Also, they can charge and damage you if you get close.

Meat is an ingredient required to cook 4 dishes in the game. The dishes that they can make are a mix between base HP boost and better guard. Both grant you a greater chance of surviving heavy attacks from difficult enemies and bosses.
You Need 12 Meat For All Recipes
You need a total of 12 Meat to be able to craft all recipes that require it. Rummage through the locations listed above and get all if possible. Make sure to get the ones in Otto's Mill!
