Where To Find The Handcannon PZ
Finish The Game On Hardcore
After finishing the game on Hardcore difficulty, you can then unlock the Handcannon PZ from the bonus content store. After you purchase it, you can buy it from the Duke for 1,100 Lei on any playthrough, even with your old one.

Handcannon PZ - Tips & How To Use
Uses Sniper Rifle Ammo
Although it looks like a Magnum, the Handcannon PZ makes use of Sniper Ammo instead. This makes it a very formidable weapon as it can output damage similar to the M1851 Wolfsbane while using easy to find and craft Sniper Ammo.
Not A Good New Game Plus Gun
Ultimately, if you're planning on doing a New Game Plus with infinite ammo weapons, it'd be wise to use the S.T.A.K.E. instead. While impressive, the Handcannon PZ is comparatively an inferior gun with its lower damage, ammo capacity, and its lack of attachments.
