We have also encountered this bug and after meeting the unlock condition of the Street Sweeper, we still weren't able to access it at first. After restarting the game, our unlock progress was reset by a few points, requiring us to try again. We were able to determine that the fix to this is that you have to finish your games for your progress to count. Do not quit immediately if you're gunning to unlock it.

Play In Nuketown '84
Take a Hauer 77 or a Gallo SA12 and use it to get the 3 kills per match required to unlock the Street Sweeper. Go for Nuketown as it is a small map and finding targets is relatively easy compared to standard maps. Also, play carefully until you get the 3 kills. After that, go wild and finish the match for your progress to count.

With Nuketown being a small map, getting around fast is to your advantage. Use attachments that increase the Speed of your shotgun, allowing you to come in close and get clean kills.
