Is There PVP In Borderlands 3?
PVP Duels Are Coming Back
According to Gearbox's Paul Sage, the PVP feature "Duels" will be returning in Borderlands 3. He has also confirmed that there will be other forms of PVP that players can expect once the game is fully launched.

How To Initiate PVP Duels
Melee Attack Other Players To Initiate Duels
In Borderlands, if a player wants to fight against another non-NPC character, they must melee attack them to initiate a "Duel". The other player must accept the prompt that appears to initiate the PVP duel.
Duels Do Not Provide Any In-Game Rewards
A PVP Duel does not provide any in-game rewards and will leave the loser of the fight with minimal health after the match. It's not a recommended feature to activate right before a big fight or story quest.
