How to Get Elpides Abound
Drops From Nocturnal Echoes
Elpides Abound's Secret Letters can be obtained from Nocturnal Echoes via the Sibylle fight. This Nocturnal Echoes fight is unlocked along with the Nocturnal Echoes system after clearing the Can I Keep It quest.
Use Secret Letters in Covert Commissions
Secret Letters can be used during Covert Commissions to get a chance for the weapon's blueprint and materials to drop. Since Shackle of Lonewolf is a Sword, it will only need 2 weapon-specific components. Blueprints are consumed when forging a weapon. You will need a total of 6 blueprints and the corresponding materials to fully max a weapon.
