How to Unlock Characters
Use 30 Thoughts to Unlock a Character

To unlock a character, you will need 30 Thoughts of that specific character. Once you do, you can go to your Armoury and unlock them in their character page.

You also need 30 Thoughts per Intron for a character. If you want to fully unlock a character's Intron, you will need 180 Thoughts for a character.

The best way to get Character Thoughts is through Covert Commissions! By using Secert Letters, you can run Covert Commissions to get a chance to get Thoughts.

In order to get the chance for Character Thought drops in Covert Commissions, you will need to use Secret Letters. Each Secret Letter is unique per character, meaning only the character in the Secret Letter can drop.

Thoughts are Random Rewards

However, Covert Commissions do not guarantee Thoughts drop every time you run it. This is entirely by chance, meaning you can get no Thoughts at all or both 10 and 2 Thoughts at once.
10% Drop of the 10 Thoughts Reward
It's stated outright in the Covert Commissions tab that the drop rate for the Gold-Tier reward (10 thoughts) is 10%. There is no pity system for this so every run stays at a 10% drop rate.

Some characters can be unlocked by simply completing specific quests. By clearing all currently available main story quests, you can get Margie, Truffle and Filbert, Daphne, and Outsider.

It's also possible to simply buy the Thoughts from the in-game shop. However, these require 150 Phoxene Plumule, the game's premium currency. Getting 30 Thoughts for a character will require 4000 Phoxene Plumule.
