You can get Lisbell's Secret Letter by clearing Nocturnal Echoes: Beast From the Snowfield at Lv. 50. The Secret Letter is a guaranteed drop, but the amount you get will be random.
Only 5 Completion Rewards Per Week
Nocturnal Echoes have a limit to how many times you can get rewards from them. Each week, you can only get 5 chances of getting their rewards. This limit is shared out across all the Nocturnal Echoes.

If Combo Level drops, the current Enhancement Level persists for a short time. While [Samael] is enhanced, the user's Consonance Weapon gains increased ATK Range and Trigger Probability based on the Enhancement Level.
