Low HP Anemo DPS
Outsider is an Anemo DPS character with an HP-draining mechanic. He is able to deal a lot of damage in his Ultimate mode but it drains his HP while boosting Attack Speed, Resolve (low HP damage buff) boost and gives a shield. Outsider needs a Healer Combat Partner since his HP doesn't get healed but it can be converted to shield during Ultimate mode.

Exchange With Secret Letter Clues
Outsider's Secret Letter can be exchanged with Secret Letter Clues in the Shop. 1 Secret Letter will require 10 Secret Letter Clues. The shop is unlocked upon gaining access to the Sanctuary in Act 1.
How To Get Secret Letter CluesUse Secret Letters in Covert Commissions
Secret Letters can be used during Covert Commissions to get a chance for a Character's Thought to drop. Once you gather 30 Thoughts, you can then exchange them for the character!

Outsider lowers his HP to buff his Attack Speed and damage with his Ultimate Skill. Exiled Fangs allows Outsider to attack faster within the duration of his Ultimate buff and gives him healing that he can convert to shield to ensure he won't die.
