How to Get Dreamweaver's Feather
Currently Available in Immersive Theatre
Dreamweaver's Feather's Secret Letters are currently exchangeable in the Immersive Theatre. Once the next new character is released, this weapon's Secret Letters will be available from the Nocturnal Echoes instead.
You need to have finished Chapter Twilight - The Judgment Day and Chapter Noctoyager - A New Theatrical Experience, so make sure to complete these quests to get Dreamweaver's Feather.
Use Secret Letters in Covert Commissions
Secret Letters can be used during Covert Commissions to get a chance for the weapon's blueprint and materials to drop. Since Dreamweaver's Feather is an Assault Rifle, it will need 3 weapon-specific components.
Blueprints are consumed when forging a weapon. You will need a total of 6 blueprints and the corresponding materials to fully max a weapon.
