Exchange With Secret Letter Clues
Destructo's Secret Letter can be exchanged with Secret Letter Clues in the Shop. 1 Secret Letter will require 10 Secret Letter Clues. The shop is unlocked upon gaining access to the Sanctuary in Act 1.
How To Get Secret Letter CluesUse Secret Letters in Covert Commissions
Secret Letters can be used during Covert Commissions to get a chance for the weapon's blueprint and materials to drop. Blueprints are consumed when forging a weapon. You will need a total of 6 blueprints and the corresponding materials to fully max a weapon.
Purchase from Shop Using Phoxene Plumule
Destructo can be purchased using premium currency. It costs 3280 Phoxene Plumule to purchase.

Destructo doesn't work particularly well with any specific character, however, the weapon itself deals a significant amount of Stance damage. This means you could viably equip it onto a combat partner to help get more finishers throughout the boss fight.
