Stellar Finality's Secret Letter can be obtained from Nocturnal Echoes via the Sibylle fight. The Sibylle Nocturnal Echoes is unlocked along with the Nocturnal Echoes system after clearing the Can I Keep It quest.
Use Secret Letters in Covert Commissions
