In An Underground Area Northwest Of Qichi Village
Tempest Mephis can be found in an underground area northwest of Qichi Village. However, it requires completing the Main Quest Chapter 1, Act 3 to access the area.

Fast travel to the Resonance Nexus near Qichi Village and descend underground through the opening in the ground. The moment you come in contact with the enemy, the boss fight begins.
Tempest Mephis - Strategy & Tips
Avoid Electro Element For Your Main DPS
The Tempest Mephis is resistant to Electro Element, so avoid using Electro as much as possible. It is not weak to any Element, so as long as it is not Electro, it is fine.
Parry The Moment It Swings Its Arms Down
You can Parry most close range attacks when it swings its arms so Parry right at the moment you see the two yellow rings overlap.
Parry Rolling Attacks After Avoiding Them
When the Tempest Mephis rolls over, it will jump and attack right after doing so. Jumping attacks can be parried, so dodge the rolling attack and after it jumps, Parry the attack right when it lands on the ground.
The Laser is another Chance to Counterattack
When the boss fires a laser at you the boss will stop in place for a moment, giving you plenty of time to attack. Evade the beam the moment it is unleashed and approach it to attack.

Rewards can be received by spending 60 Waveplates after the battle. The amount of rewards increase as your SOL3 Phase increases. But you can Absorb the Echo without consuming any Waveplates .
