You can also get it by fishing in the Northern Plains. The bait, Lugworms, can be purchased in Seafront. You can also fish in the Desert, but be aware that your efficiency will drop significantly due to your skill level.

Rusted Clumps are difficult to fish up, and you won't be able to fish properly until you increase your fishing skill by completing fishing quests. You should complete the fishing quests available during Part One in Seafront first.
Also Obtainable in 15 Nightmares
On your second playthrough and beyond, you can also farm them by running through 15 Nightmares. You can get a large amount from the wooden crates in the third stage of the right door. When farming, you'll have to clear the first two stages as well, so it's a good idea to set up auto-battle.
