Royal Fish are difficult to catch, and you won't be able to catch them properly until you've increased your fishing skill by completing fishing quests. It's recommended to take on the fishing quests in Seafront before attempting this.

Royal Fish are added to the fish shop's inventory as you progress through the fishing quests. Since you need to catch them all for the quests anyway, there's little point in buying them from the shop.
