The Blue Marlin is difficult to catch, and you won't be able to catch it properly until you've completed the fishing quests and increased your fishing skill. It's recommended to take on the Seafront fishing quests in before trying.

The Blue Marlin is added to the Fishmonger's inventory as you progress through the fishing quests. Since you need to catch all of them for the quests anyway, there's almost no point in buying them from the Fishmonger.
