Buy Lugworms at the Tackle Shop
To fish for Sardines, you need to use Lugworms as bait. You cannot catch them with a lure so be sure to buy Lugworms in bulk from the tackle shop.
The Western Fishing Spot is Recommended
You can fish at both the eastern and western fishing spots in Seafront, but the western spot is recommended if you're aiming for Sardines. Unlike the eastern spot, you won't catch other unwanted fish, allowing you to focus solely on Sardines.

Sardines are added to the Fish Shop's inventory as you progress through the fishing quests. After they are added to the lineup, it's more time-efficient to buy them than to fish for them each time.
