You cannot get decoy grenade in Team Rumble Game Mode. You need to get it through Spy Games, Solo, Duo or Squad Mode.
How To Block Damage With Decoy Grenade
Grab a Decoy Grenade from Chests / Floor Loot
You can find Decoy Greandes from chests and you can grab them from the floor. Try to get at least a full stack to complete this challenge.
Throw a Grenade When Near an Enemy
Throw down a grenade as soon as you see an enemy. This will hopefully grab their attention and shoot at your clone.
