Both Claptrap and his missing eye are within the Pandora Rift Zone. You don't need to get out and search the island for them.

This challenge has a bit of a sequence similar to a fetch quest. Get the eye first before going to Claptrap to complete this challenge!

1. Missing Eye Location
Claptrap's eye is enjoying a bit of TV at the northern bandit camp. You'll find it in the farthest shack right in front of the TV. Remember to get it first before going to Claptrap!
2. Claptrap Location
You can find Claptrap waving cheerfully underneath the Welcome to Pandora sign on the southend of the Rift Zone.
