You need to pay 1 Heart Scale for Madam Memorial to work her magic and help your Pokemon remember & re-learn its forgotten or old moves.

Pokemon Can Re-Learn Old Moves
With Madam Memorial's service, your Pokemon can re-learn moves that they've forgotten or weren't able to learn because it's too low level. This is a great way to rearrange your Pokemon's moves depending on your future fights.
Low Level Pokemon Can Learn Higher Level Moves
Lower level Pokemon will also be able to learn their moves from a higher level with Madam Memorial. Ex. a Lv.15 Rattata can learn "Double-Edge", which is a Lv.22 move.
