Roto Loto is a new feature added to the Rotom Dex in Ultra Sun and Ultra Moon (USUM). When you befriend Rotom, an item called Roto Loto will come out of the Rotom Dex.

Roto Loto has various effects, such as increasing the experience points or money you receive for a certain period, or making Pokemon easier to catch.

When Rotom has sad eyes, try tapping it to talk. You might have a conversation or receive a Roto Loto.
Rotom's Full Power "Z-Rotom Power"
When you become good friends with Rotom, the Rotom Dex will use a special power called "Z-Rotom Power." Using Z-Rotom Power allows you to use a Z-Move, which can normally only be used once per battle, one more time!
Z-Rotom Power Has Conditions
To use Z-Rotom Power, certain activation conditions must be met. Also, it's officially stated "when sufficiently befriended," so it seems necessary to talk to it moderately.
