You can obtain Volkner from the booster pack Space-Time Smackdown Dialga. Alternatively, it can be exchanged for 70 Pack Points.

Volkner Pros and Cons

Two Energy Acceleration

This effect is limited to Electivire and Luxray, and it can only be activated when there is Energy in the discard pile, making it less useful in the early game. However, 2 Energy Acceleration is an extremely powerful effect and can serve as a key game winning strategy.

Consider Knockouts for Energy Discard

There are two main ways to place Energy in the discard pile: having an Energy attached Pokemon knocked out or discarding Energy through an attack effect.

While Luxray can discard Energy on its own, Electivire may require letting other Pokemon be knocked out in order to trigger the effect.
