Mew can be obtained by completing the secret mission Complete the Kanto Card Dex. The mission can be completed by getting all 150 Pokemon Cards in the Kanto Pokedex from the Genetic Apex Booster Packs.

The mission's progress is based on the number of types of Pokemon, so it doesn't matter if the cards you have are ex cards or not.
