You need to complete a series of quests given by Athenian General Demosthenes & Spartan General Lysander. You have to turn in 15 polemarch seals to each general to activate the final quest.

Conquest Battle Initiates After Turning In All Seals

After turning in a total of 30 seals, you can activate the final side quest from each general. You can choose whichever side you want - you'll still get the spear at the end.
