In Tactical Drills, DP is not gained automatically over time. Instead, you have to defeat enemies to gain DP. Use Operators that have high damage or Vanguards that can produce DP to negate this condition.
Use Sniper & A Vanguard For The 1st Wave
The battle opens by sending you both aerial drones and soldiers. Use a Sniper & Vanguard to stave off this attack. Quickly kill all of the enemies to gain DP for the next wave.
Use AoE Casters
After the 1st wave, masses of Originium Slugs will advance from both directions. Use Casters that have AoE damage to eliminate all of them and get a large amount of DP in the process.

After the onslaught of the Originium Slugs, the third wave will send 2 Butchers to your top lane. Focus on defending by positioning Defenders and Casters to deal with these threats.
Eliminate Wraiths With AoE or DPS
Position high-damage Ops at the bottom lane to prevent the Wraiths from going through. Note that Wraiths are unblockable so you have to eliminate them as fast as you can. If possible, position 2 damage dealers at the bottom lane.
