As with all Tactical Drills, Costs in LS-3 do not recover automatically. You'll only be able to earn costs when you defeat enemies.
Overcome Hordes of Originium Slug
After the Soldiers in the early stages, a horde of Originium Slug will rush on both upper and lower lanes. Place high-level Operators at the lower lane to stop the rush.
Focus on Upper Lane After 17th Enemy
After the horde of Originium Slugs, you can then focus on defending the upper lane. Have casters there and a Defender to stop them.
Change Strategy in Last Wave
During the last wave, you'll need to implement a different strategy. On the upper lane, focus on Defense and on the lower lane, focus on DPS.
