Use Skills Summary
You need to use a Skill Summary to level up your Operator's skill level. Once leveled up, an Operator's skill has better effects in the battlefield, increasing your chances of winning.

You can collect Skill Summaries through the Scheduled Quests, "Aerial Threat". As this method is only available for a specific date, you can use the Workshop to produce any type of Skill Summary to meet your needs. Note that

Other required materials to level up your skill can be farmed in certain missions. However, some of them have low drop rates, so if you want to have a definite source of materials, use the Trade Post or the Workshop.

Most of these items can be acquired as drops or rewards for completing the main story missions. However, they cannot be acquired via Tutorial Missions.
