How To Get The Heart Key
Available Only With Claire
The Heart Key will only be obtainable when you are playing Claire's scenarios. Leon will not be able to obtain the Heart Key in either of his playthroughs.

In order for you to get the Heart Key, you will need to head to the Private Collection Room, connected to Chief Iron's office on the East side 2F of the Police Station. You will find the relief at the end of the Private Collection Room.

After taking the relief, examine it, and take a look behind it. The Heart Key will be attached to the relief's back.
Where To Use The Heart Key
Open Heart Doors in the Police Station
You will be able to use the Heart Key on locked doors in the Police Station with the Heart logo. Make sure to bring the Heart Key with you as unlocking some of these Heart Doors will be necessary for you to progress the story.

Use To Get The Submachine Gun
You will be able to use the Heart Key to unlock the Interrogation Room, which houses the MQ 11 Submachine Gun. The Heart Key is necessary since you can only access the Interrogation Room via a Heart Door.
