Luke is found in Stoneville, in the field directly behind the Dye Workshop.
Once you've located Luke, speak to him to trigger the photo investigation.

2 of the three lost sheep are found towards the bottom left corner of the photo. The 3rd and final sheep is located towards the bottom right side, behind the glass dome.
