The quest "Kindled Inspiration: Transformation" can be unlocked by talking to Rosalie in the Stoneville Dye Workshop during the day (5am-9pm).
Quest Occurs After Entering Chapter 3
Kindled Inspiration: Transformation occurs after reaching Stoneville in Chapter 3. Note that the quest cannot be unlocked if you talk to Rosalie before that.
