This Choice Effects Whether Finnr Joins Your Party Or Not
The choice on killing or sparing Reud after beating him in the quest A Fury From The Sea effects whether or not Finnr will join your party. If you spare Reud, he will reappear in the quest Wedding Horns and if you let Oswald fight Reud, Finnr will be impressed at Oswald and will not join your party.

How To Get Finnr Join Your Party
If you've spared Reud but still want to get Finnr join your party, simply choose "Let me fight on your behalf" when Oswald is challenged by Reud. By doing so, Finnr will join your party at the end of the quest.
