To unlock the Bartering, you need to finish the previous quest, The Sons Of Ragnar. Without doing so, you will not have access to this quests.

2. Pay Up Or Infiltrate
You can either pay Tonna 520 golds or infiltrate inside of the fort. If your Charisma Level is 2 or above, you can get a discount.
Loot Behind The Locked Door
There is a locked gate inside of the Tonnastadir. In order to open this gate, you'll need to collect the key first. The key is located inside of the large building. Once you open the locked gate, loot inside to get Huntsman Helm and a Book of Knowledge (Raven Distraction).
