How To Get To Sakura Bull of the Palace
Defeat Fodder Enemies On The Roof
The image above shows the enemies in order for you to defeat them. This will help you get to the Sakura Bull without sustaining much damage if ever.
Approach 1 While Crouching
The first enemy will be on the roof to the left side of the Flower Viewing Stage Idol. Approach this enemy via crouching in order to lower the chances of being detected by enemies!

The second fodder enemy will be on the roof of the building behind your first kill. Use the left side of the roof, and approach with caution to avoid being seen.
Approach 3 On The Side Building's Roof
The last fodder enemy will be on the same roof as the 1st. Approaching from your current position will not alert him as he will have his back turned.

Firecrackers
Loaded Firecrackers will be able to stagger Beast-Type enemies. You can use this to keep the Sakura Bull stunned for a few seconds where you can get a few good hits in.

Shave Off Sakura Bull HP Via Deathblow
After killing the three fodder enemies, the Bull will be below you. You will be able to shave almost half of its HP off when you deal a Deathblow to it. Wait for it to get right below you to land a devastating blow!
Stay On The Bull's Backside
The Bull has quick and powerful attacks. Despite this, the range of the attack will not reach its backside. The best bet is to stay behind the Bull to deal the most amount of damage!

Headbutt
The bull will lower its head to the ground, then bring it up towards you for a headbutt. You can dodge this by running straight for the bull, and jumping or dodging to let it pass. This will also give you access to its backside.
Bull Will Learn Your Jump Pattern
Make sure to only jump when absolutely necessary. Jumping too many times will cause the bull to learn your jumping pattern, and change up its timing to allow it to hit you when you jump.
Head Shake
The bull will shake its head left and right to attack you. This can easily be avoided by staying on its backside. You can do a lot of attacks to damage the bull while the bull is shaking its head.
