1Complete the Pot Noble Sidequest
You will get a Lapis Lazuli by completing the Side Quest of the Pot Nobles by progressing the story to Fountainhead Palace. This involves you feeding a giant carp.
1Defeat the Shichimen Warrior in the Fountainhead Temple
You will acquire a Lapis Lazuli by defeating the Shichimen Warrior in the river.
2Purchasable from Pot Noble Merchant (Fountainhead Palace only)
You can purchase two Lapis Lazulis from the Pot Noble merchants.
2Defeat The Demon of Hatred
You will be able to get 2 Lapis Lazuli from defeating the Demon of Hatred a boss that can be found in Ashina Gate later on in the game.

You will be able to access this sidequest after exchanging a set amount of Carp Scales with the Pot Nobles. After exchanging six scales, you will acquire Truly Precious Bait.

3Acquire the Truly Precious Bait by talking to them
4Head to the Feeding Ground
5Feed the Truly Precious Bait to the giant carp
6Head back to the Pot Noble to get the Lapis Lazuli

You will be able to buy 2 Lapis Lazulis from the Pot Nobles for 6 Carp Scales each. They will have 2 Lapis Lazulis in stock, allowing you to buy both of them for 12 Carp Scales.
