No.Procedure
1Go to the Skell Foundation Campus in Cape North & speak with the scientist with the side mission marker
2Follow your marker into the Lake Country province & go into the R&D center
3Speak with the civilians then go into the area's main building to get the project files
4Follow your marker across the complex & search the northeastern building for the R&D personnel list
5Move on towards the Two Lakes Residences & gather Intel to find the scientist's house
6Go to the scientist's house & search the files to find the hideout location
7Head towards Murmur Delta in the New Stirling province to reach the scientist hideout
8Clear out the hideout of enemies then release the scientists
9Speak with the scientists to finish the mission

You'll find the giver of this side mission in the Skell Foundation Campus. Be careful as this area is crawling with enemies so it's best to go on stealth mode just to speak with the scientist.

The scientist will be in a room by himself, looking at a whiteboard. He's on the 2nd floor of the marked building.

The best way to get Intel for this side mission is to either interrogate soldiers or speak with civilians. Doing so will allow you to get more info, letting you move forward in the mission objectives.
