The surrender option only appears in the menu during competitive matches. You cannot surrender in any of the other game modes.
How to Play RankedWhen Can You Surrender?
Cannot Surrender During Round 1
Players can only attempt to surrender once the match has reached round 2 and onwards. This is likely in place to stop players and griefers from attempting to surrender right out of the gate.
Cannot Surrender During Non-Combat Phase
You can only initiate a surrender vote during the combat phase of the match. Attempting to surrender while waiting inside the starting room.
Surrender Once Per Round
Each player can only initiate a surrender vote once per round, meaning if you already attempted a surrender vote in round 2, you can only try again in round 3.
Your allies, on the other hand, can still attempt a surrender vote in round 2 if they haven't already.

Save Time
The primary benefit of surrendering a match is that it saves real world time. If you are certain that the outcome of the match is a loss, you can attempt a surrender vote to quickly end the game and accept the loss.
