Talk to Townsfolk in Prigashari Port
If you talk to the townsfolk located a little west of the port town of Prigashari in Bastorias, the field quest 'Anemoi's Armaments' will begin. After starting this quest, visiting a Monument of Anemoi will cause enemies guarding the Anemoi's Armaments to appear.
