With Cinderella out, who is free and has the same AoE + ATK down ability, Mulan should be lower imo. Same thing with their EX skill... if paired properly, Cinderella just does it every turn unlike Mulan.

The characters are shifted up and down the tier list. Would be nice to know why chars go up and down. Sort of like a change log. Example is Mulan is now an A tier. Why?
