When can Hall of Fame Skins be Obtained?

Resonance by Owning Two Skins
When you own two specific types of skins from the Seraph of Iceflame EX Hall of Fame series and the Flame Dragon of Ice and Snow EX Hall of Fame series, the resonance form will be unlocked. When in resonance form, the appearance of the skin changes.
