The quest giver "Akka" is the Craft Summon Badge NPC in Arcadia Spirit Village.

After accepting the request, you will need to buy a Thalla Summon Badge from Akka first. When you have purchased the Thalla Summon Badge, go to Sanctuary of Hydra and head to the lower-right room of the map then use the Summon Badge and defeat Thalla.
