The Free Information Center where you can meet Yosuke Saotome is on Shichifuku Street. Enter the Free Information Center to the right of Yoshida Batting Center to start the event.

To become friends with Madoka Shinzato, completing Yosuke Saotome's friend event is mandatory. Also, you can become friends with Madoka Shinzato at almost the same time, so it's efficient to proceed with both simultaneously.

You will receive High-Quality Cigarette Butts at regular intervals. High-Quality Cigarette Butts are used when crafting extracts. Talk to him when you are nearby.
